The article is using ethos to show that the money that needs to be used on the school, staff and students is not being used for them but on the revenue taxes.

In all of the photo each person had something different to say about being homeless, how it does not define who they are and they are not to be any different than anyone else. We see their names and how they get through this in just a couple of words.
