They randomly select a person, and they are immediately sent to their death. In The Lottery, on page 2, it says "...slips of paper and put them in a box..." This shows how they set up a way to randomly draw for a person to be killed for the tradition. In the Hunger Games, they killed them to control the population of the districts. On page 4, of the Lottery, it says "Used to be a saying about'Lottery in June, corn be heavy soon.'"
