         <description><![CDATA[<p>The Elementary and Secondary Education Act of 1965 was the first federal K-12 education law. This act called for funds towards children who were "educationally deprived". While this did not specifically break ground for English Langauge Learners, it did emphasize on equity for all and closing the achievement gap. This also outlined the necessity of equal opportunity for all races.</p>]]></description>

         <title>1994- Improving America&#39;s Schools Act</title>

         <description><![CDATA[<p>The Improving America's Schools Act of 1994 was a huge stepping stone for English Language Learners because it outlined full bilingual proficiency as a lawful and educational goal. This also resulted in funding for a large number of dual language programs. Unfortunately, there was lots of pushback from politicans and mass media, thus implying the resistance from people to advance and put resources towards dual langauge programs. The Title VII funds were reduced 38% between 1994 and 1996.</p>]]></description>

         <description><![CDATA[<p>In 2011, California set the precedent by becoming the first state to offer bilingual students the chance to earn a Seal of Biliteracy on their diploma. Many states followed their lead and began utilizing the Seal of Biliteracy. The Seal of Biliteracy was a huge win because it exhibited the support from politicans and the public as a whole.</p>]]></description>

         <description><![CDATA[<p>The Every Student Succeeds Act was signed by President Barack Obama on December 10th, 2015. This marked the end of the No Child Left Behind Act. Through the ESSA, teachers were given the flexibility to set achievement goals and use a variety of methods to assess students.</p>]]></description>
