         <description><![CDATA[<div>In order for a Bill to become a Law it needs to be passed through the House and Senate. Following this it would need to be approved by the President.&nbsp;<br>But, in the case that the President would choose to Veto, Congress could override with a two-thirds vote from both if the houses voting separately. </div>]]></description>

         <description><![CDATA[<div>The legislative framework for senate is that each senator has an equal vote. Every state gets two senators regardless of population which means that the smaller states might have better representation than the bigger states. Simply because senators from bigger states have more obligations and a bigger workload. The small size of the senate allows senators to have two freedoms that no other legislatures possess. US&nbsp; senators have the freedoms of unlimited debate and unlimited opportunity to offer amendments. Before something is voted on it has to be proposed to the senate and brought up in discussion, which is all at once. The style of voting in the senate is roll call. Roll call is a voting process held where there is a topic question, for example; Should women have to cut their hair short in order to avoid rape?&nbsp; Then all of the 100 senators have the right to vote either yea or nea. This style of voting is used to be more efficient and save the stress of having other answers. Article. I, sec. 5, paragraph 3 of the Constitution shows that one-fifth of those present can order the yeas and neas. Citizens do not vote on these debates. But they do vote on who represents their state as a senator who votes in the debates.</div>]]></description>

         <title>House: </title>

         <description><![CDATA[<div>The house of representatives is in the lower chamber of congress while the senate is the upper chamber of congress. Meaning that there house has more power. The house is composed of directly elected representatives from each state. The amount of representatives a state gets is based on its population. For example California has 53 reps while Wyoming has one.&nbsp;When passing legislation, the house starts with a quorum call in order to see if there are enough members present to get a good vote (218). The sponsoring committee and the speaker of the house is who ultimately runs the voting process, the representatives just vote on the matter. All at the same time, the house is divided in to two groups; one that opposes and the other supports. This style of voting is the most efficient way to get accurate results with such a large group of voters. Regular citizens do not get to vote on bills but they do elect representatives to vote for them. Simply because nothing would get accomplished in a timely matter if everyone voted.</div>]]></description>

         <title>The 4 main Committees</title>

         <description><![CDATA[<div><strong><em>Standing Committee</em></strong> is made up of appointed representatives from the House and Senate. This is a permeant Committee which can recommend bills and set funding amounts. <br><strong><em>Select Committee</em></strong> is a group of people which deal with a specific issues for only a certain amount of time. They only take care of one topic and are able to conduct investigations.<br><strong><em>Joint Committee</em></strong><strong> </strong>is the group of people which come together from both House and Senate. Their significance is to decide on business deals and help focus public attention on major issues.<br><strong><em>Conference Committee</em></strong> is usually made up of senior Members from the standing committee. This group is important because they resolve disagreements on particular bills.</div>]]></description>
