Pembinaan dimulakan pada tahun 1978 dan disiapkan pada tahun 1986. Empangan ini memulakan operasi pada tahun 1987 dan dirasmikan pada 1988 oleh Sultan Terengganu, Almarhum Sultan
Mahmud Al-Muktafi Billah Shah.
