Also bills that are approved by congress must be signed by the president to become a law.          <description><![CDATA[<div>Before the civil war, presidents looked to congress to make decisions, but during the civil war Lincoln took control of most executive decisions and congress followed. But after the civil war the congress became more powerful but not for long. In the 1900's strong presidential leaders took on more jobs to become more involved. Today, Congress allows the president to have a leadership role in in proposing legislation. </div>]]></description>
