Then I want you to look at this innocent man you injured-and, quite frankly, could have killed," the judge continued." His father had died instantly." p. 29
This is a memory of when Author and his family first learn of his father's death that leads to more memories. This memory may be important because his father's death has caused him to act out by throwing the brick at the Junk Man.

Which, Arthur thought, might be a small clue to the Junk Man's list." p. 92
The Junk Man's list (The Seven Most Important Things) and saying (Where There is no Vision, The People Perish) are words of the wiser.

Pg 10: What? Arthur's stomach gave a sickening lurch. This was a possibility he'd never thought about. Never in a million years considered. He could feel his heart thudding wildly, his mind was racing. The Junk man wasn't a color. He was just the Junk man.
still page 10: Arthur knew that peoples race wasn't something you messed around with. There were marches and protest about it on the television all the time and Arthur didn't really pay much attention to the news.
Arthur is now realizing that before the whole event he only thought of James as the Junk man. Arthur really didn't think anything else about him like his race or what goes on in his life, Arthur only thought of him as the Junk man. Now that Arthur knows that James is black he knows his actions could lead to another or more protest.

(did I type to merch? meh -3-)
