The power would probably go out in another week, with no one checking up on the plants. With no power, there'd also probably be no internet, and no way of contacting any outside sources for help. If the black plague hit Richmond I think it would be insane because power, society, and the economy would fail. Loved ones would die and then put others in danger. It would become chaos across the nation because it would spread rapidly to those who you wouldn't expect.
