The Creoles affirmed their loyalty to the king to try and gain freedom. Pedro Hidalgo and Father Morelos both failed by 1815 to battle the Creoles and Peninsulares due to lack of support. The Spanish ruled Spain again by 1820 and the Creoles and the Mestizo created a new constitution which limited the power of the Catholic Church. Iturbine and Guerrero led this revolution and won independence over Spain. A year later, they declared a republic by the military.

The Creole rebels in Caracas established a Republic, but the Llaneros, who backed the Spanish king, overthrew it. General Simon Bolivar persuaded the Llaneros that they were native to Latin America after conquering the Spanish. Despite his repeated setbacks and two enforced banishments, Bolivar continued to assemble troops and supplies from Bogota. The Battle of Carabobo in June 1821 would be the last opportunity for Bolivar to defeat the Spanish and declare Venezuela's independence.
