1. Policy-based-model - it is also consider as the policy making by the congress. An orthodox which is generally or traditionally accepted in the Philippine Setting
2. Instrumentality-based-model or the evolution model - in which the power create the laws and policy like the CPIB in Singapore. It runs particulary of the president of a certain office.
