One of the many reasons it is able to survive is if their isn't anyone one looking for these people no one will know/ try to save them. A lot of people recruiters try to deceive and trick are homeless people looking for work or people who have lost their ID's. Preying on poor and forgotten people and being able to work in emote locations that no one would coming looking for is a extreme disadvantage to the Russian government.
