         <description><![CDATA[<div>A currency exchange represents the rate of two currencies. Floating a currency would be making the Egyptian Pound worth nothing. For example, the Black market in Egypt (16LE) starts selling the dollar with the same rate of the banks (12LE). They also tell people that has dollars, considering them to give them there dollars as they can't sell it anymore with the black market price. So people start giving there dollars to the banks, and now banks has dollars that they could sell to people and it becomes to the normal rate again. </div>]]></description>
