Plenty of farmers are affected because of the constant flooding within Tarlac. Excessive flooding often leaves the farmer penniless and all their hard work going to waste. This is often due to typhoons damaging the infrastructure causing it to flood.

A study by Mohammed (2018) has detailed why Tarlac has been prone to flood which is because of its geographic location but he has also identified which parts of Tarlac City are more prone to flood and have proposed to have better infrastructure in this area in order to reduce the risk whenever it floods in the area.

It is important to resolve this because plenty of lives have been lost due to the floods that this infrastructure has caused and their have been tons of livelihood that are destroyed.

Tokyo’s Massive Flood Protection Tunnel in Japan
I think Tarlac will benefit if a similar drainage system is built. This has been protecting Tokyo and its nearby cities from catastrophic floods. However, one downside to this drainage system is its cost but this will be greatly beneficial for not only Tarlac but also its neighboring province. By preventing floods from happening the province's economy will also see a favorable outcome since the farmers can sell their produce without the floods interfering and there won't be extra expenses due to the damages that the floods bring.
