The Force Publique is a complicated group. A mixture of European officers and other soldiers from numerous communities throughout sub-Saharan Africa. King Leopold organized them as the Force Publique which is an army for his new state.

The Force Publique is responsible for the deaths of around ten million Congolese people because King Leopold was the person that ordered the Force Publique to kill the people, but the Force Publique were the ones that were responsible for the killings. The Force Publique had the choice to kill the people. Although their leader Leopold ordered them to kill them, they could have spoken up for them but chose not to. Due to The Force Publique's actions, around ten million Congolese people were killed.
