For neither one seems willing to stand up for their right to have a free mind and free thinking; they simply go along with the government's torture plan as when Hazel suggests he take some birdshot out of his weight bags and George responds, "Two years in prison and two thousand dollars fine for every ball I took out...I don't call that a bargain" (2) I think this means George has given up fighting for his right to be free -he's letting the government win and will just continue to live with all of their handicaps.

This shows how the characters can't even remember important things.
