         <description><![CDATA[<div>There were 74 delegates from 12 different states that were chosen by the legislatures in those states that worked together to make the constitution. Some interesting characteristics are that many of the delegates that attended the meeting read the enlightened philosophers of the 17th and 18th centuries. Studied the writings of John Locke, Baron de Montesquieu, Jean Jacques Rousseau, and William Blackstone.&nbsp;</div>]]></description>
