1. having devoted attention toward the point of tax avoidance into havens conducted by subjects which are then very significantly reducing their real partition onto the national budget,  
2. believing that part of stationary wealth held by large subjects that has no clear need-to purpose could be put into better use toward commonality and thereby be perceive more reasonable,

-This results from inconsistent tax regulation across the 27 member countries, such as tax havens.

-In order to solve this problem, all 27 states would have to agree on a uniform regulation, which is almost impossible, since, for example, large profiteers such as Ireland will not agree to these regulations.
