Cons: people violated campaign because there was nothing to stop them from doing so. The state lacked resources to clean up the pollution.

cons: didn't completely get rid of the mercury. Didn't fix any other problems in the river.

Allows an industrial facility or utility to substantially reduce the acid. Also helps discharge nutrients from getting into the Ohio River.
Cons: It still cost $4.3 million to make this happen. There is still 3.4 million tons of SO₂.
