She made sure to steal a dog from a nice house and an owner that seemed like they would miss the dog. . Experiment: Run their idea of a "guard dog" by their mom, in order to convince her to keep the dog in the car. If that doesn't work, they could say it was a stray and it won't leave them alone. 

Conclusion: Their mom thinks it is too much responsibility for their life right now.
