This eruption was about half the strength of the 79 A.D. eruption (a 4 on the VEI). While this plan will definitely decrease the loss of life, it will not be enough if another 79 A.D. eruption is to occur.

Many plans such as the one in place for Mount Vesuvius fall short of their objectives simply for the fact that a disaster as large or powerful as the one that occurs is not expected and catches the plan by surprise. It also stands to reason that people become complacent with where they are near disaster areas when it has been a while since it last occurred. It has been 73 years since the last eruption, and 600 000+ people are now residing in the red zone and another 3 million in the nearby city of Naples.
