         <description><![CDATA[<div><em>This will narrow the instructional range to two or three groups in each classroom. Consequently, the instruction can be more targeted to the appropriate level for all students. The special education assistants can be used more effectively in helping to supervise and assist students who are working independently. Student groups then will rotate in and out of the small group instructional time with the teacher.&nbsp;</em></div>]]></description>
