The ‘Towards Safety Wheel’ is a resource to support organisations to consider how they are creating safety for young people in their area and responding to extra-familial harm. The resource is divided into four thematic areas: Cultural Context, Structures and Systems, Identi cation, and Response and Intervention. Under each area are key factors that support contextual safety. Taken together, the four thematic areas also support organisations to act preventively and provide young people with a safe space/s to spend their time.

In Contextual Safeguarding, we are asking practitioners to consider contexts beyond individual children and their families. At tier two, assessments consider different issues, such as those related to schools, peer groups and neighbourhoods. As such, practitioners need frameworks that support them to consider factors that may be different to those in a traditional child and family assessment. To support this work we have developed three new assessment triangles: one for schools, peers and neighbourhoods. These triangles are aligned with the original assessment framework but include elements we recognise as important to assessing contexts, gained through our work in neighbourhoods, schools and with peer groups. This document provides printable versions of all three guides but individual guides for a thorough review of the assessment methods needed to complete context assessments for a school, neighbourhood and peer group assessment are available in the Assessment section of this toolkit under Tier 2. Each triangle includes a breakdown of some example questions/ areas of focus to be used as a guide.

The national Child Safeguarding Practice Review Panel published a thematic analysis, ‘It’s Silent: Race, racism and safeguarding children’ in March 2025. The report examines the impact of race, ethnicity and culture on multi-agency practice where children have suffered serious harm or died. One of the key themes that emerged from the analysis was the “silence” in reviews about the role of racism – whether internalised/ interpersonal, institutional or structural in nature – in service and practice responses to Black, Asian and Mixed Heritage children and families. Therefore, this briefing paper sets out information for multi-agency practitioners when considering the use and impact of language and the issues of adultification in local reviews where race and racism is a theme.
