An educational/instructional activity should be able to address knowledge gaps, some skill gaps (dependent on the complexity of the skill?), motivation (if all the learner needs is to be convinced that the subject is worth learning about), and communication gaps (although this could be addressed purely by a communication). Arguably, if an external gap existed that was due to insufficient time to complete a learning activity, then you could solve this if you were able to provide the learner with sufficient time (or think of another approach that did not require as much time).

I believe most gaps can be addressed. Knowledge can be provided simply in didactic and case based presentations. Using pre and post testing, or Simulation to address unperceived/ misperceived needs can provide motivation to learn and encouragement that knowledge has been acquired. Motivation and communication skills can be addressed with instructional activities by choosing carefully crafted interactive cases to demonstrate the value of team functioning and patient safety in a collegial environment that encourages feedback.
skills can be addressed with instructional activities using simulation- virtual or F2F- to provide a safe environment to learn and practice.
