         <title>Yes, it is risky and maybe more so as the contract is with an individual rather then the protection of a company identity. I would also say in some cases Consultancies are a HR issue and not necessarily for Procurement to be involved in. Strong ToR and Reference checking is critical.</title>

         <title>Yes, it is riskier than procurement of goods because it involves a human and personal strength of individuals that remain intangible.  It depends on the professionalism and the knowledge of the consultant, which might be a success of a flop. Our responsibility as Procurement staff is to determine strong areas for performance evaluation so that the bidding process can capture all these points.</title>

         <description><![CDATA[<div>Yes, I agree, it is closer to hiring staff, with all the risks that come with a poorly executed HR process. As my colleague mentioned, it may be good for some consultants to be hired and managed via HR rather than procurement process.</div>]]></description>

         <title>Very few experts among the available Consultants</title>

         <description><![CDATA[<div>Many experts in the field are taken or hired by big and stable companies.  Consultants who are available to respond to the apply for consultancy are those who are with very limited knowledge  with little to no experience at all in the required field.  Hiring companies are left with only those with poor credentials to choose from and settle for second best in the field.</div>]]></description>
