The North won the war and the south lost the war and lost everything. They lost their slaves, way of life, homes and cities, and economy. The Radicals accused President Johnson for starting the reconstruction process after he took the office. After two years congress had not found a plan for reconstruction and Johnson wanted to act because he had the courge to act.
