It shows that no face is smart and can manipulate everyone in the bath house because of there greed his for gold.

Frog
It shows that the frog is really greedy for wealth and money. He also loses all sense of manners  when he thinks he can have/get gold.

It shows that he in fact does have a greedy, manipulative personality before this side. Before this scene he has only shown kindness and gratitude by giving Sen the bath tokens.

Frog
From the beginning it was pretty obvious that most people in the bath house was cruel and mean (except Lin and Kammaji) and this scene confirms there greed.

Even though the people weren't keen on washing the river spirit they were still able to help chihiro when there was something inside of it, expect for yubaba who was holding fans and cheer leading.
