They can chose to use the $100 or not. As I said this is a free country all they way if you want to be homeless , not make good money and live on the streets than sure don't go to school, but I'm pretty sure they are many kids who want a good successful future and I also know their are some who think school is pointless so you have the option to not go. Its a law that your parents can not force you to go to school what so ever. so its all in your hands. any form of education after high school will be free. which means you would have to pay for all education below that but you have your 5 million dollars so saying you don't have the money can not be a excuse.
