         <description><![CDATA[<p>searching techniques </p><p><strong>Rub down searches</strong></p><p>Rub down searches can be carried out by a single officer and must be done using open hands with fingers spread out.</p><p>During a rub down search you will be asked:</p><ul><li><p>if you have anything you are not allowed to have</p></li><li><p>to empty pockets and remove jewellery including any wristwatch</p></li><li><p>to stand facing the officer with your arms out</p></li><li><p>to remove headwear (if you are wearing headwear for religious or cultural reasons there are more rules – see page 3 for more information)</p></li></ul><p>The officer will check:</p><ul><li><p>Your front from neck to waist.</p></li><li><p>Your back from collar to waist</p></li><li><p>The back of your waistband</p></li><li><p>The seat of your trouser or skirt</p></li></ul><p>When searching women staff should search from shoulders to top of the bra and then from underneath their breasts to the waistband.</p><p>Rub down searches are not intrusive searches and should not normally have to raise or remove outer clothing.</p><p>However, if the prison staff think that something may be hidden you may be asked to raise or remove outer clothing. This must always be done in private and out of sight of persons of the opposite sex.</p><p>A mat should be provided for you to stand on whilst footwear is being searched.</p><p><strong>Full searches</strong></p><p>Full searches are more in-depth searches which require you to remove your clothing.</p><p>A full search must be</p><ul><li><p>carried out by two officers of the same sex as the person being searched</p></li><li><p>out of sight of anyone else including other staff and prisoners.</p></li></ul><p>You should never be completely naked during a full search – staff should let you replace clothing on the top half of your body before removing items on the lower half.</p><p>Hand-held metal detectors may be used during a full search for men and must be used as part of a full search for women.</p><p><br/></p>]]></description>

         <description><![CDATA[<p>ieps</p><p>The IEPS helps you be more involved in your rehabilitation and rewards you for behaving well. You can also lose privileges if you don’t behave according to the rules.&nbsp;</p><p>Privileges are extra things that you can do or have. They are different in each prison but include things like:&nbsp;</p><ul><li><p>having more visits from your family and friends&nbsp;</p></li><li><p>having a TV in your cell&nbsp;</p></li><li><p>being able to earn or spend more money&nbsp;</p></li><li><p>being able to wear your own clothes or spend time outside your cell&nbsp;</p></li><li><p>There are four levels which are entry, basic, standard and enhanced:&nbsp;</p><p><strong>• Entry level&nbsp;&nbsp;</strong></p><p>The entry-level is for new prisoners only. After 14 days, it is reviewed and you will be given either basic or standard level.&nbsp;</p><p><strong>• Basic level&nbsp;</strong></p><p>The basic level is the lowest level of privileges, where you will only have basic entitlements, like phone calls, visits, access to books and education. It is for prisoners who don’t seem committed to their rehabilitation, don’t use their time constructively, or don’t behave well. The basic level is reviewed after the first seven days. If it is not increased after the first seven days, it will be reviewed every 28 days after that.&nbsp;&nbsp;</p><p><strong>• Standard level&nbsp;</strong></p><p>The standard level is for prisoners who commit to their rehabilitation, and who behave well. After three months on the standard level, you can apply for the enhanced level. If you choose not to apply for the enhanced level, the standard level will be reviewed annually.&nbsp;</p><p><strong>• Enhanced level&nbsp;</strong></p><p>The enhanced level is for prisoners who have committed to their rehabilitation, followed the rules and behaved well for at least three months.&nbsp;</p></li><li><p>can the IEPS level change</p></li><li><p>Yes. If you are involved in a serious event (like being violent, trying to escape, or having drugs, weapons or mobile phones), your level will be immediately downgraded to the basic level.          <description><![CDATA[<p><strong>Initial charges and imprisonment</strong></p><p>In August 2021, Khalife was arrested on suspicion of breaching the Official Secrets Act and was <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Bail_in_the_United_Kingdom">bailed</a> and allowed to return to his army base. In January 2023, he was charged with terror and explosives offences and <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Pre-trial_detention">remanded</a> to HM Prison Wandsworth, a <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Prisoner_security_categories_in_the_United_Kingdom#Male_adult_prisoners">Category B</a> men's prison, to await his trial. The alleged offences related to two incidents in <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Staffordshire">Staffordshire</a>, one in August 2021 and one in January 2023.</p><p>Khalife appeared before <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Westminster_Magistrates%27_Court">Westminster Magistrates' Court</a> on 7 February 2023 where details of the accusations were set out, including that he left canisters with wires at <a rel="noopener noreferrer nofollow" class="mw-redirect" href="https://en.wikipedia.org/wiki/MOD_Stafford">MOD Stafford</a> on 2 January 2023 with the intent of "inducing in another the belief the item was likely to explode or ignite" and that he had accessed the <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Joint_Personnel_Administration">Joint Personnel Administration</a> to elicit personal information about soldiers "likely to be useful to a person committing or preparing an act of terrorism" in 2021 These offences were contrary to section 51 of the <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Criminal_Law_Act_1977">Criminal Law Act 1977</a> and contrary to section 58A of the <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Terrorism_Act_2000">Terrorism Act 2000</a> respectively. On 21 July, Khalife appeared at the <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Old_Bailey">Old Bailey</a> and pleaded not guilty to charges under the Official Secrets Act and the Terrorism Act. His trial was due to begin on 13 November 2023.</p><p>Escape and police search[<a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/w/index.php?title=Prison_escape_of_Daniel_Khalife&amp;action=edit&amp;section=3">edit</a>]</p><p>A <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Bidfood">Bidfood</a> food delivery truck similar to the one used in the alleged escape</p><p>On 6 September 2023, Khalife allegedly escaped from HM Prison Wandsworth in south west <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/London">London</a> where he was being held on remand. He was said to have been working in the prison kitchen and was wearing a chef's uniform consisting of a white t-shirt, red and white chequered trousers and brown steel-toe cap boots. The <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Metropolitan_Police">Metropolitan Police</a> (Met) believe that Khalife escaped by hiding beneath a food delivery van using a material which was "made from bedsheets with clips at each end". A food supply vehicle had left the prison at 7:30&nbsp;am and contingency plans for an "unaccounted prisoner" were activated at 7:50&nbsp;am, including the lockdown of the prison and informing the police.At 8:37&nbsp;am, police stopped the food van in <a rel="noopener noreferrer nofollow" class="mw-redirect" href="https://en.wikipedia.org/wiki/East_Putney">East Putney</a>, and discovered strapping—possibly made from bedsheets—beneath the vehicle.</p><p>Khalife's alleged escape sparked a police search, and additional security checks at British airports and ports.During the night of 7/8 September, <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Richmond_Park">Richmond Park</a>, the largest park in London, was closed while the Met undertook a search; this included using helicopters with infra-red technology to search for body heat. The Met said that 150 officers were involved in the search, in addition to police from other forces and members of the <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Border_Force">Border Force</a>. From 8 September, a reward of up to £20,000 was offered for information leading to Khalife's arrest.</p><p>At 5&nbsp;pm on 8 September, police confirmed a sighting of Khalife in southwest London on the morning of the escape. They stated that a man fitting Khalife's description was seen walking away from a <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Bidfood">Bidfood</a> van near Wandsworth Roundabout shortly after his escape; the man then walked towards <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Wandsworth">Wandsworth</a> town centre.</p><p>Capture and subsequent charges</p><p>On the morning of 9 September, Metropolitan Police reported that Khalife had been sighted overnight in the <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Chiswick">Chiswick</a> area of London.</p><p>A plain-clothed officer was informed that Khalife had been seen on a bicycle on the <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Grand_Union_Canal">Grand Union Canal</a> <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Towpath">towpath</a> near Rowdell Road in <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Northolt">Northolt</a>. The officer attended, drew his <a rel="noopener noreferrer nofollow" href="https://en.wikipedia.org/wiki/Taser">Taser</a>, and told Khalife to get off the bicycle. Khalife was arrested at 10:41&nbsp;am on suspicion of being unlawfully at large and escaping lawful custody, approximately 14 miles (23&nbsp;km) from Wandsworth prison In his possession was a mobile phone and a bag containing money and receipts which suggested that he had purchased clothes and credit for the mobile phone.</p><p><br></p>]]></description>
