Robert E. Lee in his letter is expressing his views on the inevitable civil war. In his letter, it doesn't seem that Lee is for or against slavery, but against war. Lee wrote about how the framers intended a united Union, not one that is split up and riddled with secession. His tone is a factual one, although he says "in my opinion" when saying that the south had been aggravated by the North, this was a fact and he seems fairly unbiased on both sides. Lee quotes, "It was intended for a 'perpetual union,...'" showing how Lee mainly wants for America what the framers intended for America.
