         <description><![CDATA[<div>After the Declaration of Independence was written, the 13 colonies proceeded to write the Articles of Confederation. Those Articles then had some weaknesses that caused Shays Rebellion to break out. Shays Rebellion was basically a guy named Daniel Shay gathering 4,000 people to protest against high taxes. The Annapolis Convention was then created to proceed to amend the Constitution to meet the needs of people. </div>]]></description>
