This issue is one of both personal, political and social. In the book the theme of survival reccurs first of all as social and personal as you try to survive within your district which has its benefits decided by the capital which are small. As the book continues this turns into a political issue as the capitol only wants one victor / survivor of the hunger games however all of the districts force their way into the hunger games and create equality by realeasing both of the 'victors' from the hunger games

Most of the story involves people desperately trying to survive despite the odds. Whether its villagers living in the district, fighting for food, water and other basic needs, or if it is katniss fighting to survive during the Games themselves. The following section of this book demonstrates this:

"I do sleep, but in the morning I’m extra-cautious, thinking that while the Careers might hesitate to attack me in a tree, they’re completely capable of setting an ambush for me. I make sure to fully prepare myself for the day — eating a big breakfast, securing my pack, readying my weapons — before I descend."

If you were to pick the main theme of the Hunger Games series, the ability
and desire to survive would rightfully come first and foremost. They are stories
of survival, physically and mentally. Due to the poverty and starvation issues
within Panem, survival is no sure thing. More apparent is the obvious fight for
one’s life within the actual Hunger Games where teenagers literally must kill to
simply preserve their own lives for one more night. For some free-thinking
tributes, survival also includes keeping yourself in the face of utmost fear and
danger. Being able to survive, something that should be a given to anyone, is
often a scare commodity within Panem.
