-one of its causes: poor city planning (way to fix this is constructing new roads and widening existing ones, which takes a lot of time and ends up making traffic worse)
-public transportation is under-managed, and contracting out with a professional management company is expensive and not likely to make a difference because of the already low ridership of public transportation in Baton Rouge
-carpooling reduces the amount of cars on the road and allows for more mobility
