This bunker was waiting for soldiers, now is watching surfers. The eye doesn't look fear and death, It's looking joy and life. It's a peace and hope's symbols. We can see an elephant deprived of its defenses.
Naütil mades this art work to denounce the exploitation and the abuse of animals. He does not understand how one can mutilate an animal of several tons to prick him two ivory tusks. A life is blasted for that, a few grams of ivory. And sometimes it’s just to makes a picture .. an animal of several tons sacrificed for a single photo, what a foolish triumph! We can not pretend that all this was just normal. 
He says "The law of the strongest, it’s a neanderthal logic. It is time that man has a fair and healthy relationship with the animal. A kind of peace. Give them peace.
This blockhouse done to bring death, was created to carry a small message of life. It matters to me and that’s all." and i agree with him. He wrote a long text to explain why he made this graffiti on his website:
