They are accused of witchcraft and people start to freak out. Had the girls admitted to what they did, the town wouldn't be freaking out looking for people with the Devil in them. By the girls playing up the hysteria by accusing a bunch of girls of dealing with the Devil at the end of Act 1, the girls cement their spot as the most responsible for creating hysteria in the town of Salem. They could have just not tried to do things against their societal norms, or at least hid it better. I think the whole town is at fault, their belief system and untrust in one another is what caused all the issues. If they had admitted their “sins” then they would have punished instead, and Parris probably would have been as well. So it would be different hysteria, but still hysteria.
