"wearing their  spring foliage like new coats" insists that the trees grew new flowers and leaves for the season. These two sentences also are examples of personification.  

2.  Similarly in the same paragraph it mentions "Droplets of water hung from flower stems like tiny translucent pearls." in which it illustrates that the water droplets are not actually hanging onto the stem, but gripped on meaning they have not dropped. And "translucent pearls" pearls suggest the water droplets on the stem.
