It attracts the eye and adds visual interest. Contrast is not just contrast in color - type, alignment, and size should also have contrast in them.

Color in a layout should balance - is there enough contrast? Is there too much contrast? Is everything still clear and readable? Do the colors set the right mood? Does the color scheme fit the context it is being used in? 

Repetition in graphic design repeats images, icons, or text style. It helps to create a consistent, simplified image.
