         <description><![CDATA[<div>We know today that the precise wiretapping demanded by Hoover in 1940 actually did happen in the end. But it was military intelligence officials, rather than the FBI, who intercepted and decoded messages between Japan and the United States. The Security Intelligence Section of U.S. Naval Communications famously intercepted communication directed to the Japanese embassy in Washington shortly before <strong>Pearl</strong> <strong>Harbor</strong>. On the evening of Saturday, December 6, 1941, Roosevelt was handed the final parts of a decoded message, and, after reading the note, looked across his desk at aide Harry Hopkins. "This means war," the president said.</div>]]></description>

         <description><![CDATA[<div>"THE TWO HOURS OF the attack on <strong>Pearl</strong> <strong>Harbor</strong> on December 7, 1941, might be the most heavily documented and studied in history. There are eight official investigations, from a Naval Court of Inquiry to a Joint Congressional Committee, reams of records, and enough books, oral histories, documentaries, and feature films to fill a library. Yet there are still things that can be learned about the morning when 350 Japanese warplanes killed 2,403 Americans, wounded another 1,104, and sank or severely damaged 21 ships in a coordinated attack on military sites around Oahu, Hawaii.</div><div>A number of factors have obscured details—big and small—from that day. For example, the surprise of the attack complicated eyewitness accounts. Secrecy shrouded the active war effort on both sides. And, in the aftermath, the United States rushed to rebuild its naval power in the Pacific with the greatest maritime salvage project in history, which returned all but three of the damaged ships to service. This effort begins to explain why there are few archaeological sites directly tied to December 7."</div>]]></description>

         <description><![CDATA[<div>"One of the most immediate questions raised by Pearl Harbor was <em>how</em> such a massive attack was able to catch America off guard. The United States had known that the Japanese empire would lash out eventually, but the government's calculations were way off. In the July 1948 <em>Atlantic</em>, Major General Sherman Miles, the chief of Army intelligence between 1940 and 1942, wrote "Pearl Harbor in Retrospect," in which he examined why the base at Pearl Harbor was so dismally ill-prepared. He looked at what was known and communicated at the time among government, intelligence, and military leaders:<br><br></div><div>It has since been implied that the reason Hawaii was not on the alert was that Washington thought the Japanese would not attack there. That suggestion points up very neatly the crucial issue. For the opposite was true—Washington thought the Japanese would not attack Hawaii largely because it believed Hawaii <em>was</em> alerted and prepared."</div>]]></description>
