Michael Emons - Q1. Tammany Hall people did not want to take responsibility. The Tammany Hall harmed people due to buildings they asked to be built that fell apart easily. They made sure that people they wanted were elected. This cartoon is pointing this out and criticizing them for not taking responsibility. Q2.
