Which in a way it could be IF the power is pointed for wrong reasons. He feels that if one single person becomes corrupted it could result in many, which then in his eyes justifies the idea of murder, like taking out the bad egg from the carton will make the society seemingly better. But then again the New World doesn't believe in the "individual".
