In this clause made by Senator James M.

The 3/5ths compromise was an agreement between the northern and southern states that would only count three fifths of the slave population as "Normal" people in the population count. This count was used for determining direct taxation and representation in the House of Representatives. This was obviously not fair or equal but to the southerners, slaves were just "Property" owned by the people. This compromise lead up to the civil war because of its "Bandage on a broken arm" fix. It was never going to be permanent and they knew that when they passed it as a clause.

Just before the compromise of Missouri, Alabama and Illinois applied to become a state. Alabama was declared a slave state, and Illinois was made a free state. During this process it was easy for congress to keep the balance in free states and slave states. However when Missouri applied to become a free state it threw congress because the balance would be destroyed. If Missouri became a free state the south would have less voting power in congress. Both the southerners and northerners fought for what they wanted. After months of congress trying to resolve the issue fairly, Henry Clay, came up with a solution. Henry's first proposal was that if they were to make Missouri a slave state then they would introduce Maine as a free state to keep the voting balance. Henry's second idea was to make a line at 36'30, anything above the line would be made a free state, and anything below the lie would become a slave state. This played a big part in the 19th century because of its big impact on the debate of slavery and how things would be handled in the future.

Kansas and Nebraska. Douglas wanted to open up the land for the transcontinental railroad to pass through. The act made it through congress. But it backfired and Kansas became a breeding ground for violence. 2 governments were set up, One that is anti slavery and one that is pro slavery. The Kansas area became known as "Bleeding Kansas" due to the amount of lives that were lost in the violence between the two groups. This was a key event in the 19th century because it was a big thing pro the anti-slavery and pro-slavery groups. It also had the possibility to unbalance congress, because of congress's decision to leave it up to popular sovereignty. Helping to lead to the civil war due to the gap in relationship it was creating.
