         <title>What is the structure and organization of Congress?</title>

         <description><![CDATA[<div>Congress is a bicameral legislature that has checks and balances within it. There are two sides. The House of Representative and the Senate. In the House, the representatives are determined by the population in that specific state.&nbsp; This means that each state has different amounts of representatives. But in the Senate, each state gets 2 representatives. When Congress is in session, they look at bills and amendments to the constitution. They debate on them and then eventually vote on which one they like the best.  Then that goes to the President where he has the final say on whether or not he wants the bill or amendment to be past.</div>]]></description>
