This is because in 1946 the UKUSA agreement was signed. This is an agreement between GCHQ and it's American counterpart. Because both the CIA(Central Investigation Agency) and the NSA were only established after this agreement, the agreement was made with the SIS(Signal Intelligence Service). This year we celebrate the 75^th anniversary of this treaty.
