         <description><![CDATA[<div>Responses to the crisis included the $700 billion TARP program to bail out damaged financial institutions, loans to help bail out the auto industry crisis, and bank debt guarantees. The vast majority of these funds were later recovered, as banks and auto companies paid back the government.</div>]]></description>

         <description><![CDATA[<div>He wanted to avoid the spread of panic. He told americans to remain optimistic and to go avout business as usual. He asked employers not to cut wages, however that did not really work. One thing that he did that did help against the depression was the authorization of the construction of the boulder dam. Which helped the agricultural economy.</div>]]></description>

         <description><![CDATA[<div>hoover believed that one of the government's chief functions was to foster cooperation between competing groups and interests in society.  Thus, hoover opposed any form of federal welfare, or direct relief to the needy. The federal government should direct relief measures, but not through a vast federal bureaucracy. He urged them to work together to find a solution to the nations economic woes and to act in ways that would not make a bad situation worse. For example, he asked employers not to cut wages or lay off workers, and he asked labor leaders not to demand higher wages or go on strike.</div>]]></description>
