He clearly describes Hassan's birth defect, but does not tear down Hassan's character, and describes how as children they even played together. Amir is acknowledging that Hassan is scarred and isn't perfect but he does it in a nostalgic and caring way showing that he cares for Hassan regardless of his flaws. It allows us, readers, to fully have that image of their face structures or anything the author wants to share. I think there's also a sense of admiration from Amir to Hassan. He remembered every single detail on Hassan's face down to his sapphire colored eyes. This statement alone is not a positive connotation that one would say about another friend. He is a trouble maker as well and is probably looking to having Hassan tag along with him by him talking him into firing walls from the tree.
