         <description><![CDATA[<div>A key idea put forward in week 2's lecture is that policymaking does not follow a linear, step-by-step formula or cycle, but is in fact a much messier, non-linear process without clear beginning or end. This article explores the idea that policies might even sometimes effectively be 'unmade' in the 'implementation phase', focusing on climate change policy in New Zealand and the UK.</div>]]></description>
