Government: In the US at the time they didn't have the full government that we do so problems were mostly handled by local governments but when 1825 came around they had finally got the government completed.

Court systems: The child that was involved in the crime would be given the the caretaker before the punishment was released, if the child was over the age of 7 then they would get adult terms and punishments but if the child is under 7 they are release from the crime because they said that kids under the age limit did not know right from wrong.

Government: The state was just realizing because of all the young crimes they needed to make a legal system.

Court systems: Because of the Juvenile Justice Act they created a new/first court that believes that children should be treated differently than adults in all case, all though they had experts see if  delinquent children should be through treatments to be better citizens, Juvenile courts have "exclusive original jurisdiction" meaning that the offender could do adult crime court only if the court says so, different courts give the defender advantages depending on what they think is necessary and Juvenile courts can do a case without a court hearing but there are some disadvantages with the different courts, most people think that the courts punishments were far worse that regular courts, though the courts rely on training schools but when some were put on probation they did not have enough officers to watch all of them so they had no rules of advice, no right to a lawyer, or even to confront a witness. Poor or different races would have harsher punishment than whites or riches.

Government: The government over the time age has improved in making fair treatments for defenders in the systems, as a whole in the legal process they have go down but they have improved in their laws and court systems. 

Court systems: In 1974 a reformed  juvenile system by the JJDPA which the congress approved of, in the act they had the support of the Supreme
Court and their decisions which the JJDPA responded to lowering the detention and imprisonment, it made them to stop doing juvenile cases in adult jails, in the passed years juvenile crimes have gone up but most of them went to the adult court and not the juvenile courts, the juvenile offenders are sometimes treated as if they are adults depending on their age and they are protected over the bill of rights meaning they can trial by a jury.
