John seems to have direct connection with the target stakeholders as compared to Jennifer. If you have blurred or indirect connections which are not reliable, they can backfire. 
Also, establishing a connection is easier than converting it into meaningful engagement or relationing. Just take example of LinkedIn where everyone is connected to hundreds of other professionals but these are not reliable association.
