The answer to your last question: British culture has deteriorated over time due to many centuries of colonisation and the empire which changed the country for better or worse.

Possibly enforce tighter, stricter border controls. Or make a legalised law that prevents any immigrants from entering the country, but people will still try to enter illegally.
