In the initial response, they brought in people that would not normally be a part of it, such as a person from HHS(logistics), other members of the emergency management side, etc. They were very comfortable in the beginning. They were able to bring in people with experience. 
They were able to bring in their health services people, which included Linda Kalekas. Health services knew what their priorities and objectives were. They were still able to have the law enforcement presence out in the community, and they were able to help with giving meals to the kids.
