Main theme of this short story is racism existing everywhere in society.
Joe does not trust the Indian man because he is indigenous. When the innocent man tries to talk to Joe, he doesn't even try to listen or understand him because of his aboriginal blood in his veins. Joe even tries to attack him. This shows that the society in general was really tough towards the aboriginal community. People looked down on them for no reason.

The Truth and Reconciliation Report was a report that addressed many issues in today's indigenous communities, and possible solutions. The main focus of this report though, was the younger generations. One of the main points was the state of the child welfare system and the indigenous youth in prison. Another big point was the residential schools, and the damage that they had done, and also how little we did to compensate the affected people, and what we should do to help these people in the future.

Answer:
A lot of the deep social problems within the Indigenous communities were indeed caused by the residential school system. It isolated and separated the children from their culture and language, to teach them a whole new one and a 

"Canadian" way of living. Abuse and violence was common in those schools, so when the children came back, they would also continue that violence and punishments and raise their children in very harsh ways. The loss of indigenous culture is a huge consequence of those schools.
